so getting something along the lines of 100 points into a skill is legit?

It's almost impossible to reach such an amount of lines solo (not within a party), so the only thing that could bother you is the damage cap.

I was looking through the docs; all the charms' stats give a max of 45 +skill (as a paladin), the first tier skills can get 21 points, and skimming through my spreadsheets (not perfect) gear can give up to a maximum of roughly 43 points, it seems legit to me. It does however require gear specific just for this scenario and to have a majority of high quality charms. Correct me if i'm wrong though.
Also, how easy/difficult is it to reach dmg cap?

Walkspeed is as fast as run speed

Attackspeed, hit recovery and cast rate is much better

Block speed = Hit recovery speed

And of course change of max breakpoints, FCR 4 frames and IAS 7 frames with any weapon makes a huge difference.
