It's just that affix level = item level on items with qlvl 1. And with fact that jewelcrafting making ilvl = char lvl you will get affix of 1-23 level only on char levels 1-23

You are also wrong. 23 is the *affix* level, the *item* (and character) level can be up to 25. Nope. I tested it practically and char of lvl 25 never can get light rad (500+ charges for nothing) while lvl 23 char get it within 100 charges (84 actually).
