Yeah, and the gems with all the stats I want would probably take a very long time dragon rolling :( 2% vit , ias or fcr and mf

In total there's 16 skills can be bound n Diablo 2. All can be customized in options as you wish (skill 1, skill 2,........,skill 16).

Not really, I just find that Lilith belt is a pretty good belt for all of my weapon damage chars. Hratli is okay but there are several better options imo, body armor slot is just too important to be sacrificed :D

Is there any difference between "+ X to all skills" and actualy putting skill point to desired skills ?
Should I aim for "+X to all skills" on items ?

Soft points are skill points that are given with All skills/your class skills; hard points are points you invest into a skill by clicking on a skill icon.

+X to all skills means boosting soft points of all skills you have an access to except innate (like Hailstorm from rare amulets and Warp Armor from your skill tree where you invest hard points to get more %avoid).

Thus if you're aiming to increase certain stats or amount of missiles casted, that usually granted through investing hard points into the skill - many passives have them (Warp Armor, Goodberry)- you should obviously invest skill points into that skill.
If you're aiming to increase damage from a certain spell, for example (Symphony of Destruction, Graveyard) - no need to put points into it, as every soft point will add damage nonetheless, so certain amount of +X to all skills is enough.

The simpliest example: with a rare amulet that has +5 all skills your Thunderstone skill will deal more damage, so it's not necessary investing more hard points into it, but on the other side (Warp Armor), +5 all skills only boosts %TCD and does not affect %avoid. So this passive requires putting skill point to desired skills.

The different is clearly +X to all skills affects all skill (your skills and oskills), but putting skill point to 1 desired skill only improves 1 skill. Thus if you have the option to put 1 more point into one skill, or get +1 more to all skills then the later is better, with exception when your skill point benefits from synergy somewhere.
Nevertheless, that trade-off is not very common. You should just aim for the highest + X all skills you can get, and smax the skill you want to smax.

No reason not to. +X to all skills is a powerful modifier that is generally good on all chars. However chars with most skills and passives which benefit from soft points, for example casters, should focus on +X all skills, whereas chars that most skills need hard points for synergy, such as Bowzon, should focus on other things (damage, leech, crushing blow, speed) first.

To simplify it, let's take paladin's Rapture skill for example:

The first red part (physical damage reduction %) increases only if you actually invest points in the skill by clicking on it. That's a hard skill point/level. You can see that it benefits from hard points by the text on the bottom (in the red part), that says they receive self-synergy from hard points.

The green part increases from both hard points and points/levels from +All Skill Levels and +Paladin Skill Levels (these two are called soft skill points/levels).



[spoil=More boring details]Some skills don't have self-synergy, so for them, it's the same if you actually invest points into them or just have +all/paladin skills from items (if you have at least 1 skill in it already, obviously, to enabe the skill in the first place). Some of those provide enough benefit to have them, but not enough to actually put in them (or the diminishing returns are very high) - those are called one pointers or one point wonders. Other skills you'll want to max for the self-synergy they give. Some skills don't have self-synergy, but are very strong or crucial to your build, so you'll want to invest in them even though they don't gain any particular benefit different from +All skills.[/spoil]
