Link your account. Maybe it a gear issue. Baal is a big gear/charms check.

you're just unlucky. greater oil of alchemy crafting always gives you +1skills, and the (+2 or?) +3 mod from the rare affix pool is just a chance. prepare for some grind, because thats crafting
