This baby just dropped on my lvl15 Druid in Black Marsh. I'm so surprised this is even possible. Anyway can you downgrade enhanced rune? This can be a nice gloves but if I can downgrade the rune it'd be much more helpful in the future.

No you can't downgrade it. The countess drops Xis-Enchanted runes because it gives the quest and enchanted runes a purpose which was (and still is) dead content because it's pretty rare. At least you got one so check out what you can make with it.
