Yeah the build is ele throw barb, which, because of eagle stance, is shafted on all speed mods compared to phys throw barb. Plus the axe provides block chance which means you'll have to also invest into FBR just not to be block-locked. So the build it "enables" is extra 1.5k-3k flat lightning damage on the axe from orange text, depending on how it works. Which I wouldn't say a killer item compared to a well-crafted axe.
If you are talking about the procs, you have to invest into these stats for them to be meaningful:
- 1.5k energy
- enough attack rating for 95% chance to hit
- capped IAS
- 1k Spell Focus
- as much lightning spell damage as possible
At the expense of weapon damage/survivability ofc. All of that just to have ~4% of attacks to do meaningful damage.
There is also a meme build which dual-wields this axe, casts nova charge from dw crafted axes swap and presumably does big damage once in a while.
