I'm playing through the triune rift and found a staircase that led to the profane cells. I walked through it and saw that there were no monsters there and no other portals or entrances to other areas. So I was wondering why is it there? What purpose does it have?

Thanks for the tip. It was a bug indeed. Radement spawned after I reset the map by going to Nightmare and back to Normal.
