The druid's werewolf and werebear forms state that attack speed on my weapon itself is more effective compared to other sources. How much more effective is it to have IAS on my weapon instead of say, gloves?

Is there a list of item mods, and what item level (I assume level required=item level) they can start rolling at? I seem to remember there was prior to MXL17, but I can't find one now.
