why no relics drops at sco since last system reboot and umos starts to drop at sco,them say relics no longer drops , is that true?

got the design and 6 emblems, but got no Deity's Bow for over 15 runs at Island of Skartara , is it really exists?it says 20% drop isnt just the 6 emblems ? can you show a pic of the design. Also not many reasons to make it now that maiden bow exists... just want to make one as got all the emblems ...
