Does anyone have experience with playing via an mobile hotspot?

I am not able to connect to game servers, altho i can browse through the internet allrigt.

Are there known issues, or anything i should watch out for?

So i tried to upgrade The Black Dame (Long War Bow) from tier 3 to tier 4 using two crystals and an oil of enhancement.
What it did is reroll the item, but still tier 3. What do i miss, upgrading always worked fine for me, also up to tier 4...
