I have a lot of questions but I will start small.
My question is, what is the level cap when you +skills on gear
and is it better to get +skills or + certain skills/stats. I
did not start crafting yet because of that. My Sorc's Skills are level 52.

What makes this mod great is the variety on builds. I do not follow any guide but I do see what other people use as equipment. My Sorc is indirectly 3 element build.
