You dont need to pick and upgrade runes at all, you get plentry of them easily in later game and a lot of people would just give you a rune or gem if you are in early game and need them (except great runes). So that solves your main issue. Picking and keeping early lvl jewels is not really needed ex...

Anything that have metal part in it, example that quilted armor wont work but gothic plate will work, staff wont work but sword will etc

If it is on older version then there is nothing to do as we have moved past that patch.
