So, does this mean that if you have a staff that gives +9 Necro skills it will only be +3?
TakeOris' Heraldfor example. It gives a large amount of Magic Missiles as one of its magical properties. If an Amazon equips it though she'll only get +3 to it since she has the skill whereas everyone else gets the full amount. What they meant by that change is now it'll visually show that you get +3 instead of it showing +# but only giving +3.Oris' Herald

Not exactly, if Amazon DOESN'T learn that skill, she get 100% of what advertised! But the moment amazon puts just one hard point to the skill, its become +3.
This is a way for non-bloodzon to get high level magic missile without investing anything (work the same way for other classes). Still, it won't be effective as the S-max magic missile due to the synergy.
