It's bugged

I thought it was because set amulets would effectively increase your signet gain by 20% on their own and so you can't disenchant them?

scale with base vit or total vit? would this make a full vit mag/phys spell build feasible? I'm thinking cold/poison for the max life, phys resist, spell dmg + the set that makes Hive convert vit to energy

It may be so, but if this is the reason, it really sounds ridiculous to me. Why create new set items and then exclude them from being sigged at all, just because you've set a high drop chance to them, also having in mind these items suck and won't be used at all? At least disenchanting should work. Also, 20% sound a bit high to me, as set item drop is not so low. Even if it's 20%, then what? Devs probably prefer people doing mindless nihlatak runs.

How Nightwalker actually working? Is it reducing EF and NRG needed to cap 445% damage synergy? Or is it adding "non-displaying" bonus to that (so you may potentially get 800%+ damage increase from EF synergy while other chars can't... for example there is description like "energy: +100% damage" but with Nightwalker at blvl 10 you actually get +140%)

Everything is much more simple IMO... unique/set rings/ammys/jewels/quivers just not separated in cube recipes. So it leads to "u can't sig ANY ammys/rings" instead of divide them on TUs/SUs/sets.
