No range. It applies to your damage, not directly to enemies - mercs and summons don't get your pierce, for example, and assassin traps & paladin hydras have their own pierce because they don't use yours.

is it a 1=1 frozen orb copycat with just a different name to avoid stacking +skill on it?

I believe Azurewrath's orb is WDM, but I don't know how much.
