What is "quality level" as it applies to the Affix Calculator, and how do I calculate an item's quality level? Basically, I'm trying to determine the qlvl of a downleveled crafted Scepter to see if it can roll Psionic Storm.

Quality level is a fixed value given to items, determined by item type and tier. The qlvls are listed in the base item section of the docs. Each tier has its own value, including sacreds, though sacreds seem to be equal to their t6 versions.

Alright. So a downleveled crafted War Scepter will have a ilvl of 1, a qlvl of 85, and an alvl of 71. That means it will only roll affixes of 71 and below, correct?
