yes , they stack . the setup can carry you around 110-115 ubers if you focus on fire spell damage and -%enemy fire resist . later on you will need to switch to a stronger spell as the damage will be crapy no matter how hard you push it , compared to other options

if it comes to Sorc

the normal spells (fire /cold/lightning/ physical/magical) do not trigger any "on striking" procs as they do not have any weapon damage modiffier . they can only trigger "when slain" procs .

poison spells on the other hand , such as Lorenado , can trigger both " when slain" and "after kill" procs

in what regards the sorceress fire builds , yes ,
