Once you have 15k of a stat you will have it capped, it can definetly have an effect before you reach the cap for sure.
Besides, keep in mind it stacks multiplicatively with spell damage, so building just spell damage and forgoing stat synergy and ef/sf is a big waste of potential.

Yeah, with 500 strength you're getting fuck all out of strength factor, and are better off with %spell damage.
With 15k strength you're getting a lot out of strength factor, and should find equilibrium between the two.

You're arguing against something I wasn't talking about. Halfway inbetween.
