You could actually focus on your merc to get some good crowd control support, but that would be more enemy debuff than player character buff.

I would suggest Sea Summoner Trident and toorc ice fist gloves on a Fighter Mage merc for nearly constant Glacial Nova proccing, and at level 90, he gets Chronofield debuff that greatly slows movement and attack speed. Then you can socket his trident with Zod runes for melee slow.

Another good option for great crowd control is Priestess merc with Webspinner bow. and Albrechts Revenge for the Arrow proc (Arrow proc will help Miasma proc more). She also has Innate Defensive Harmony debuff that slows attacker.

Edit; Thanks Gekko, I misunderstood the mechanic description of "slows melee target". I assumed it slowed just melee enemies. In my defense, the description is very ambiguous haha.
