It's horribly weak. With SR and vampiric icon any sin can survive just fine that's nice but summoning the bats and recasting them all the time is a real pain in the ass. It's too weak for most ubers and once you hit late game it's better to focus on other stuff since if you would just cast the first charge nova it has a faster clear speed than 100 bats would have. So it sucks early and late, there is never a point in going batsin.
A much funnier built that can actually be used for all ubers to self twink is flamefront sin - a claw with chance to cast flamefront a shield with Oskill ATMG, rest fascinated shrine crafts. You will proc a million flame fronts out of your mid section while enemies melt away.
The problem are fire immune enemies which just don't want to die and you run out of mana fast. Without a physical wdm proc you won't even leech much mana. I would say go for albrecht revenge armor but then you lose one huge fascinated shrine bonus and the flame front proc isn't even that great. So go full ATMG with judge claw... but then you play ATMG sin which is just as boring as quill storm or limpet and let's be honest limpet is just 50 times stronger/faster/safer than ATMG. Here is my advice twink yourself with limpet then go back to batstrike and just make use of the first charge.
