I am pumping dex stats but when I press A and check damage on eviscerate it never goes up. Am i missing anything?

Right now I have hit 50% block chance so imjust investing in vitality since dex is not giving me extra dmg

you're like level 50

the small % boost from each point of dexterity does help later but your weapon's base damage is too low early on for just a few points to add up to a +1

Javelins have 11 or 13% dex scaling. You get 5 dex, that equals to 0.55% or 0.65% ewd.
