You still need to upgrade the charm like its been forever. The only thing that changed is you dont need a rune anymore to open the portal
If you have a non-ladder or older SP character you will have to re-do the charm to get a working one. the older charms will have the new text on them but will not work.

thanks mate... i already upgraded it like months ago.. i didnt know that i have to re-do the quest for it to work.. thanks very much.
Sure! The mechanics was just recently changed (with 2.6 patch) and this broke all old charms.
