Its said to at level 115 cube staff of herding with paragon? or is it that i get the staff of herding (plans) at lvl 115 (after cubing charm)?
Also, never heard of cincture or gothic staff, whats this?

Just cube the charm only at that level, and you get the staff.
Cinture is mastercraft belt. Orange text gives you some random passive when consuming health / mana / purple pots (those that kept in the belt). Gothic staff is mastercraft staff. Orange text gives 30 fire pierce at char lvl 130 onward.

yes, there are other mods aswell but you need to craft the belt with any shrines first to get new rolls or mods. greetz
