Well, to be precize, deadly strike is taken into account before a skill applies the conversion. In maelstrom's case, it does 90% weapon damage, and 90% of that is converted to magic damage, so all of that will benefit from deadly strike, but most of the damage on maelstrom comes from the dexterity part, so deadly strike is not good for maelstrom.
