Early game yes, thats why for that point Paragon is also prefered to begin with cause that gives you more Energy than the -req jewels at the cost of damage, but SoV early on is also somewhat viable, not as a starter character tho.
If you want an example at how "usefull" -req jewels are, last night I crafted some jewels, ended up with 6 upgrades over my existing ones that all have -req(wasn't aiming for that), so that allowed me to not put a single point into Dexterity and Strength, ended up using a Belladona to respec and had 350 more energy than before those jewels... result I got only ~500 dmg boost with that Energy(and some ammount from the extra Spell dmg I got) which when you start dealing 10k+ avg dmg with MM is not even noticable. In terms of mana once you get few of the 120 charms with Paragon and have 2 rings with Mana Reg MOed on them you realy stop worrying about mana, and for me atm I have 19k mana pool with only mana reg coming from Megalith and I never seen my mana drop bellow 17k, thats how important -req jewels are in the mid/late game, early on you shouldn't even be using jewels tbh unless your the rich kid on the block and or spent hours and hours of farming Arcane Crystals and Jewels to move towards SoV, but honestly your time will be more well spent farming Signets and potentialy gear upgrades rather than farming Arcane Crystals.
Edit: Ended up playing arround with Belladonas and my points, and noticed that arround the ~250 % Energy Bonus mark for your MM, puting more points into energy starts to realy fall off so I was left with 600 points in the air which I relocated into Vitality, ended up with ~1k less dmg and 4,5k more life and still no issues with mana, so thats also an option for late game, but that might be dependant on the gear you use and how much EF and raw stats/spell damage you have

I have about 30 XiS Runes laying arround(I need a new Hobby) so last night I decided to do a small experiment by crafting

, at the second try I got 25 % EF, +8 Ama Skills and 29 % Spell Damage, while that was lucky I ended up with 2k more dmg buffed than with my crafted SceptreWhile it gives me a hefty dmg boost, I wouldn't reccomend

mostly because the range of the +Skill rolls are quite big and since you can't reroll it... you have to get lucky with it, but its there as a potential if your willing to play with Lady Luck go for it
