Best way to make Tartarus, would it be this way:
1. Make a superior xbow with +%ED and AR (oil of renewal)
2. MO it to 200%ED
3. Put ED crafted jewels
4. Socket Jah runes
I'm not clear about a few things (e.g. can the jewels take it above 200% ED?). I found a rw making guide via Google but it seems really old and some of the things mentioned don't seem to exist any more.
P.S. Is Tartarus good enough that I don't have to worry about shrine crafting? I find it boring and frustrating sitting in town doing that - and I don't have enough base stingers now anyway.
Or Achilios set?

As for jewelcrafting, you only need 1 rune (the recipe doesn't consume it). I'm assuming you meant jewels?
I'm comfortably doing 120 maps with Starkiller only. I haven't the shrines to spend on crafting nor have I tried making a Tartarus bow yet.
The problem I was having wasn't hitting him, but the fact that my minions seemed to die instantly upon entering melee and that he did massive damage even though all my elemental resistances are above 75% (magic and phys are at zero). My hit change was about sixty/seventy percent, though, so it might have helped. Mind, does Baal drop anything that doesn't drop from Mephisto and Diablo, or K3K? Because if he doesn't, I don't think I'd care to go through that again.
