1 in 1k charges is more-less average to hit, yes. It's not an SSF build, Death Star requires investment, more so on the current version (2.8). And it does require energy points, especially on assassin who can get it to 100+ slvl, so without sigs it's pretty painful to play. SSF you are better off levelling to 125 as Scorpion Blade and after burn all shrines to get the claws.
