Well, you can still use 5 jewels inside of the base, and the jewels themselves have the potential to be much stronger than say, gems and runes. And the xis runewords are strong. But true, it is much more expensive for a very good runeword.
The number of ED itself is scaled down, but the actual damage of the weapon is roughly the same. On Single Player, I had a

with MO'd up to 200% ED and it still had the max roll defense on the item. It just looks lower because the ED was scaled down, so perhaps its better to test that base items were adjusted and %ED has a greater effect per 1% now?
