I don't know about 'best' but Stormblast is very practical, it lands 25+ times and can apply crushing blow each time.

91% chance to hit Diablo (according to character screen), yet I hit him maybe once every 600-700 arrows from Barrage. The same thing has happened with Griswold, Andariel, Duriel, and Mephisto. I assume it'll happen with Baal and potentially Nihlathak as well. Do major act bosses on Destruction have insane block chance or something? Or is the character screen attack rating chance to hit just a lie?
