You don't have to find a rare sacred base. As long as you find any sacred base item that the crafts have (leather gloves, marrow staff, etc), you can use the imbue reward from completing Charsi's quest in each difficulty. This will allow you to imbue three items. Regardless of the difficulty, the item level will be your character level +5, so if you're in Terror Act 4, you should be good to go for imbuing, unless you happen to find the items. I found my leather gloves and sash in act 2 sewers as I was progressing through regular gameplay.
