That's a hard question to answer straight.
First of all, all procs has a fixed level therefore they don't get any additional levels from the skill bonuses you have (+ all skills or + class skills). When it comes to a bonuses from hard points they may or may not get any benefits. The thing is, there are many procs that may look the same as the skills that you are using, but in fact they are different.
For example, let's take a look at

: you indeed get additional missiles for Hunting Banshee and Elemental.

: you won't get 600 seconds duration and spell damage boost from the Superbeast, it's just a morph that basically changes your appearance and breakpoints.
To sum this up, you can't be 100% sure about the procs without any testing unless you are the mod developer.
