How do you get strength bonus war scepter?

I wondered that once too, it seems to be purely random. You can test it by rerolling superior war scepter.

What are the breakpoints for fhr and ias for assassin while using a naginita?

Can you "re" honorific an item? Like switch lightning honorific merc gear to fire without finding new items.

Roll the item back to normal quality, upgrade to magic and then use the reagent to make honorific again. Check the docs for recipes.
