You can get it with shrine crafting or re-rolling rare sin-shield.

use shrines on rare(scared) shield , it can be any sin-shield. You can roll one with atmg

You can find the atmg skill on a tiered 6 assassin shield(doesn't have to be sacred) and on shamo runeword for naginata.
