I have defeated dianlo on destruction and got blue swirls around me ... for what purpose are those ?

nono, jewelword is if you fill ALL your sockets with jewels
when making a runeword, you fill ALL the sockets except the last one with jewels first, and then put the rune in the last socket (that's for runewords that use 1 rune, if it uses 2 runes u do 4 jewels/2 runes etc)

did the belt/potion slots decrease with 2017? yused to be 8 now im seeing 4

Depends on belt tier level. You are probably wearing a tier 1 belt. It goes to 8 slots at tier 6

So i try to use d2stats and it opens and reads stats, but everytime i try to play the game afterwards i doesnt work. Everytime i maximise diablo it minimises again.

LOL figures i just started a new game and char before that i was playing a lvl 90. so yeah thats prolly it

A noob question about cube recipes: upgrading item tier (unique + crystal) seems only to add armor.. I was under impression it should give better other stats also?
Mid level items (~50) , if it matters
