You can use Charsi to imbue an item to create a rare. Otherwise, you'll have to find one.
Rare rerolling is removed besides crafting. Oil of Renewal still works on white/gray/blue.
any way to reset skills other than akarat ? last time i played i could do it with oil of absolution and runes but that dont exist anymore !

Belladonna Extracts start dropping around Act 2 Terror. Though some people have apparently found them as early as Act 1 Terror.
