it goes down with soft points and have diminishing returns so its not really possible to reach the cap but i think after around 2.6sec it becomes ineffective to get it more points.

mine is 2.2 seconds atm, i ask because i want to know if i can get lower than 2.2 seconds. same question about cool down but this time is about broadside.

Last time I played sin, I managed to get 2 sec cd. I'm not 100% sure, but lowest possible might be 1.9 sec.
