D2Stats in the Tools page has a notify panel along with a drop filter

Yes. And that tu's factor is minimal, dex all the way.

It says directly on the item which stat boosts the damage. Strength or Dexterity.

I look up online and said it was in:

Location
Pit of Acheron (Arreat Plateau)

but when I got inside, it was a simple dungeon from d2 lod.

You should always check the documentation link on this website... Go to Game > Documentation at the top of the screen and you'll find it there. To answer your question, it should be located at the top right corner of Fauztinville in the latest patch.
