Why is that ? (skill levels)

Hello!
Was very exited on this mod release, installed it, started playing, but was confused with skill/level system at the very beginning (I've finished original game multiple times). Maybe I lost some clues around forum or website guides, but can anyone make it clear why I have level 8 and skill needs level 4 to be learned?
I play Sorceress and here is a screenshot that I hope will help to clear the issue:

median xl allows +1 max skill per 6 levels. You get two points the first time you learn a skill, then its every 6 levels.

For forked lightning there, you can put a point in at lvl 1, lvl 2, and then it goes 6, 12, 18, 24, 30, 36, etc. up to 120. yo ucan get uber charms later on that give +max skills too.

the minimum lvl 4 for next skill point seems to be a display bug that was never updated when the leveling system changed from vanilla, because in vanilla d2, you'd be able to put another point in at lvl 4. not here.

Aaaah... good old days when i found this system strange too (wtf? I have alot of unused skill points and nowhere to put them! Okay, i will level random skills)
Btw is there any chance now that "minimum level required" will be somehow fixed/changed/removed to avoid such confusions?
