Yep, it has a timer, it's just that it's too low. I think it's 4 seconds? Purify has 5 seconds cooldown. If you're unlucky enough, you can never deal damage to him.
The map is filled with guardians that burn your entire mana in one single hit. Also filled with invulnerable phantasms. I really wanna see someone who plays this fight as 'it is intended' and I mean being mobile around the arena. Everyone I know clears the first 1-2 guardians and kites the boss right near the entrance.
The timer for summoning turrets is 5 seconds, same as purify. So if you land purify in first second, it means you have a 4s window to deal damage.
If you fail, you can reposition somewhere else in map (which is also useful to marginate the adds). Certainly the rest of the map will be filled with mana burners if you didn't clear them prior to engaging boss, which it's a trade-off to lockdown timer that you may or may not do.
This fight is the last one in the 125 bracket, so it's definetly intended to be very difficult.
