I admit, I don't know a lot about quality level but to me, it seems like a modifier that is used for affixes only, not for item dropping. I tried searching around a bit for it and I couldn't find anybody else talking about it. My gut feeling is that it's a affix modifier that is outside your sphere of influence and is just used for general item quality. If you try the affix calculator for a bit, you'll see that the quality level does matter when it comes to making level affixes, so I assume that it's used for just that.

"Quality level
An item's quality level is usually a good indication of its base strength. It only depends on the item type and tier. For sacred items it's 71 to 90, for jewels/rings/amulets it's 1, for arrow/bolt quivers it's 0.

So maybe it's just a quality modifier used to influence affixes? Feel free to correct me if anybody knows more than I do.

No, quality level determines when an item can drop, it has nothing to do with affixes. For example, looking at tier 1 barb 1handed weapons, Spatha has a quality lvl of 7, and kriegmesser has a quality lvl of 19. That is why you will not see a kriegmesser drop in blood moor (or gamble at very low lvls).

How does what you described fit together with item level from the docs, because they sound like the same from what you described.
Also, changing the quality level in the affix calculator while keeping item level the same, changes the affix level. I'm not saying that I have the full picture, but what you just said, doesn't seem to be the case.

With ilvl 99, changing qlvl from 90 to 99 does nothing for alvl.

From the farming I've done, I'm certain quality level impacts when it can drop. I put all 4 sacred elemental bases on my drop notifier and not a single one ever dropped until I was in a 115 zone. First run into K3BA I got the crystal sword and battle bow. Few runs later got the battle axe. Maybe my bad RNG, but thats a pretty big sample pool to not see anything from levels 90 to 114.

i don't think there is, these are just made when disenchanting 25 sacred unique / set items at once (which is maximum this cube recipe permits).
If you DE anything in between, such as 16 or 23 items, you'll get a custom signet of learning that contains as many points.
