Alright, I can see where the confusion lies, you have to consider that d2 is a client-server application whether you are playing it over the internet or not. To put it simple, when you play d2 on SP you can think of it as your game is being connected to a local server suited for the only player and there is no delay. That being said, there is no reason to use this stat whatsoever, at least it doesn’t hurt your gameplay, but that’s hardly an advantage.

I'm only aware of doing it manually.
Start with the affix table and enter the item type, then take into account the shrine bonus.
