Are you talking about any item rarity in general or rares/crafted? If the former, there are a handful of them that do that are unique/set/runewords, just look in the docs. If the ladder then I think they do only spawn on weapons.
I am playing with a fresh Tantrum unholy paladin ( http://www.medianxl.com/t7660-xvr-the-tantrumdin?iframe ). Currently at level 95 or so, I have some questions 
1) I couldn't find any description of Tantrum whatsoever. I searched through the documentation, but it is barely mentioned there. I cant figure out what does the skill gain for each new level. eg what will change if I change the bow from a "Tantrum +5" to a "Tantrum +15" one?
2) Again regarding Tantrum: I remember reading, that it hits ~25 times / second for 1/3 weapon damage. At the same time the duration is ~1,3 seconds. Is this true or are these 25 hits for the whole duration?
3) Im not sure if the way I play this paladin is ~correct: Tantrum on left button skill, rest on right mouse button. I hold the left mouse, walk around and whenever I want to cast Tantrum I click on "Shift". Also "R" whenever things get ugly and I need to be sure I wont be running around.
4) Is it possible to uptier a RW item? I had a Tier 4 bow, took me a lot of time to get a Tier 5 to drop. :/
5) And now regarding Multires: I tried it together with borderless gaming and in a windowed mode. Its great, but the resolution im playing on is too high (1680x1050 on this pc, 1920x1200 on my other one /both are 16:10/). 1280x800 is perfectly enough for me, but I cant figure out a way to make the picture stretch in windowed mode. In fullscreen it works, but alt-tabbing is driving me insane (color issues).
6) I cant find a "search" function for the documentation. Is googling the only way? This is how I do it right now:

7) Superbeast (paladin unholy uber skill): The skill description only mentions a damage increase. I couldnt find any references to the brutal increased cast/attack speed I experienced. Whats with that (yes I checked the documentation

8) Is there a way to play with Glide instead of DirectDraw and use Multires / play on ~1280x800, fullscreen or windowed (doesnt matter)? I would really love to

Its also happening again in Act IV (Terror). What is this and what am I supposed to do? I can only run (and then I landed in a second group of npcs that casted it on me).

What a great mod, im so glad some of you convinced me to drop my ~lvl 80 char that was on a very old version of MXL so I can start a new one
) feels so much better together especially with plugy.

Tantrum hits 25 times / second, or 1 times per frame. So a 1.3 second tantrum would hit 1.3 * 25 = 32.5 times (I have no idea how D2 rounds that)
Not directly. You can unsocket the item (cube with oil of disjunction + 3 perfect gems), uptier the base item and remake the runeword. You could also try gambling the base item. Lastly, you can wait for a drop.
There is no direct search but as hellgrind said if you know what you're looking for you can usually find it pretty fast thanks to documentation menu. Otherwise you can always ask here.

That's because of a certain monster. I think it's called Hellcat but don't quote me on it. It disables your ranged skills. I avoid them by taking the right path to kill mephisto and just go somewhere else when I find them in act IV. I think Griswold also has this ability.

Thanks for the great answers, hellgrind and Food! So you are telling me that whenever I hold the mouse button for 1 second im stacking at least 4 Tantrums on top of each other ..

That is enough, I didnt notice any +cast/attack speed in my stats so I was wondering how it works. 4-6 frames/attack, got it.
