Does Wyrd have a timer? If yes how long.
Does Wyrd trigger on striking procs?
Does on striking pros trigger other on striking procs like skills or life on striking?

Wyrd does have a cooldown, not sure exactly how long it is (and it might vary with skill level?). Any skill that deals weapon damage (WDM% modified) can proc striking, if the striking proc produces a cast that is also a WDM skill it carries the same striking proc chance.

Its 1sec cd 40% wdm, hits 4x times over 2sec. Not good for procs, more of a aoe slow spread skill.

Which paladin build/spec has the best potential for completing level 130 content?

All of them except maybe summoner. I recommend looking at the unholy branches of melee and caster. The forum has good guides and is suitable for a beginner
