Ah, I see how that might be a bit confusing.

The Paladin ultimates don't mention that they're holy/neutral/unholy devotion locked any more, either. Think some things that veteran players take for granted got lost with the skill tree update.

not relevant to the guy's question. the ultra gems are for opening fauztinville. black road skill is already unlocked upon getting the charm.
