Storm zon with just the set should be enough to kill Uldy in under 5 mins.
This season, Havoc sorc is also OP, I killed Uldy as a fresh 130 with the warmage set and enough energy for 0CD Havoc in 2 mins.

Stormzon is lightning Zon with the Zerae set. There would be a guide on the guide center. Havoc sorc is the same build most 145+ sorcs are running so just take a look at the ladder. The only difference is, most have transitioned away from the Warmage set with endgame gear.

Is Light Radius on Jewels still a thing?

Yes, but the ilvl has to be level 23 or less. Since crafting always resets the ilvl to 99, this limits it to magical or rare jewels. You can use an oil of augmentation on a magic jewel of low ilvl to get another rare, but otherwise these are basically just world drops in a1 and a2 normal. Also the other mods will be weak because the ilvl is low. If your plan is to use it with radiance it is very hard to get something better than a half-decent crafted jewel.
