heres a fresh 33, no stat points spent, lv 20 Stampede, lv1 Wolf and using a throwing axe (Lightning). I'll have to test the other part on a higher guy, fresh char in sp so didn't have any gold.

It’s been known for a long time that the flat damage from the skill itself is dealt at 100% wdm, no matter the actual %wdm shown on skill description, for example Impale has higher wdm% than 100% and the flat phys from skill without gear equipped will use the same 100% wdm rule which is an disadvantage in this case, the %wdm on skill affects only the phys dmg from gear/charms, this applies to almost all wdm skills that got flat dmg on it.
In Stampede’s case, the flat phys dmg you see on the skill without any gear equipped will be dealt at 100% wdm and not cut to 44% wdm, which means that when the skill got nerfed from 50%wdm to 44%, the actual nerf was smaller than intended, i thought devs knew about this.
The effectiveness of the flat damage shown on skill description without any gear equipped is doubled for skills that have low %wdm such as Stampede or Rend.
Also the flat damage that gets added from gear to skill’s phys dmg description is just a visual bug.
This should clarify what’s going on there.
