So, uninstall your current D2 because I have no idea what you did.
Install fresh D2 (you can get downloader from billzard's site), and follow the instructions in the link I posted. You will be downloading 1,14 (blizz forces it) so step 1 is neccesary.

when you are logging in does it say TSW or US.east/us.west etc

wont even let me get to the log in screen, cant even connect to b.net server at all. jsut trying to play this mod i dont know why i cant figure it out

Extract the multiplayer folders files into d2 folder and it should say "do you want to replace etc" yes to all. Your d2 still says 1.14b and this step should revert that

If for whatever reason you cant get it to revert you can do this.

Instructions to get 1.13 version of Diablo II:
1... Begin by uninstalling any 1.14 version of Diablo II from your computer.
2... Now download the Diablo II Installer from one of the links below:

5... At this point you have Diablo II version 1.12 installed so you need to run the LODPatch 1.13 file also found in the zip file you downloaded. After the install is complete your game will now be running 1.13d. Make sure to download 1.13c patch
