Is max block better than having "5% chance to be hit" defense?

depends on what you're playing. generally yes because those that have max block also have some defense to lower chance to be hit as well, and sometimes even avoid on top of that.

One last question: Someone said something about double shrining an item, is that referring to shrine crafting it then blessing it? Also when I shrine bless an item, nothing ever changes on it, if something does it adds like 4 strength or something.

I would guess double shrining does refer to shring craft then bless.

About your second question, shrine blessing is basically just adding the bonuses of shrine to the item. So I would guess you were shrine blessing using a Creepy shrine (and got a really bad roll)?

indeed , it is about the blessing . you just had very bad luck with it as it did not add too much stats on the item . https://docs.median-xl.com/doc/wiki/shrines the blessing may add the same bonus you would get by crafting . In your case , more %CB , more flat Str and more %STR

i've already farmed kurast for ages - is there any method like rerolling other setpieces like in D3? i'm clueless

unfortunately , no . you must keep farming or find someone to trade for the missing piece

Throwing skills like Maelstrom, ricochet or Moonbeam don't affect the quantity in MXL. You can only lose the quantity if you use the normal "Throw" ability. So there shouldn't be a need to restore the quantity.
