Note: Reducing Minions by 2 was a step into the right direction, but I think its still too much. You already have so little summons and veil king reduces it even more...
It's just nerfing summon necro which dosn't need a nerf, it needs buffs.
Veil King seemed to be balanced around the Reanimate as Veil Terror stat, since they can easily turn into a huge army provided the Veil King actually got the kill.
So Instead of Veil Terrors you would have some more Blood Skeletons instead which you can actually control compared to Veil terrors.

(1 Skeleton on First and Second level, after that every 3 levels.)
+1 Skeleton every 3 Levels (Instead of Base levels)
Note: With only every 4 base levels, you will never get more skeletons with +skills and that made +skills not very interesting as a summoner. In vanilla d2 getting +skills was awesome!
because you knew that your maximum skeletons would increase the more +skills you have. Should be the same here. Really no fun being stuck with only 8 skeletons rest of the game.
Abyss Knight:+1 Abyss Knight per 7 levels(Total of 4 Abyss Knights at level 21 or maxed skill)
Iron Golem:

Replace Iron Golem with Rathma's Chosen(25 base levels)
Note: I find Iron Golem to be completely out of place for MXL, a vanilla golem that is just boring really and functions the same as in vanilla d2, the upgrade for it Metal Solace isn't very interesting either. Having Rathma's Chosen instead like it was before was much better and the extra damage Rathma's chosen gives to minions is very much needed. I think Rathma's chosen is a skill that isn't used much because I believe most use Veil King instead because he is such a badass! So that means, Rathma's Chosen is a skill that is largely unused since you can only pick on of them, Rathma or Veil king, and people choose veil king. But can't you have both? You should be!
Reward Tab:Add a new Ultimate skill for Totems
+10% Damage for all Totems
+1 extra Totem Every 5 base levels(15base levels)
Bone Armor:► Show Spoiler
*Needs atleast 30 points into the Summon Skill Tree*
Absorb +10 Physical Damage per level
Synergies:
Death Ward: Absorb +10 Physical Damage per Base level
Note: Bring back the Bone Armor vanilla skill, it was a great defensive skill for necromancer but especially for summoners and it looks badass too!
Could Put Bone Armor Next to Resuregence Skill in Summon Tab or have it replace Metal Solace if Rathma's Chosen would replace Iron Golem.
